For a 99 you can run a 97 ECU with some minor mods to
the rear o2 sensor and egr solenoid.  JWT can help you
with how to do it.  Basicaly you need to run the rear
O2 sensor from the 97 and the EGR solenoid because the
swtiching logic of the EGR is different on the 99.
