First off you are getting volts and ohms mixed up! 
Put your DMM on volts DC not ohms which is resistance.

Set the TPS for .45 volts with the throttle closed and
you should have over 4 volts with it full open.  Then
turn the key off, pull the TPS connector off, turn on
the key for 15 seconds, then replug the plug.  Then
you are good to go.

I think this is the second time I told you this.
