We use the 1st triage vital signs time as Time Zero, as we found this was more 
reliable and reproducible than "triage start time" or "triage complete."  This 
is typically only a matter of minutes but is less reliant on human entry and 
thus error for an accurate time stamp.   We based this off of the SSC statement 
of:

"Time zero must offer the best balance of reliability and reproducibility while 
optimizing the value of the performance improvement program to early diagnosis 
and appropriate treatment of severe sepsis."
