I'm all for releasing 0.3! We've been using 0.3-SNAPSHOT in production for as long as I can remember now so I think it's time. Stefano, I just checked in fixes for some of the issues you pointed out. I didn't write anything about the local repos and I'm not sure what the download URL will be though.
