Please look at IBM's (free) Web Serrvices Toolkit which ALREADY provides a Java
implementation of the 'upcoming' Windows.net and it works NOW! (-: It is also
using Java Soap from Apache.)
(I do not work for IBM or use even WebSphere which is only a J2EE Application
Server similar to many others on the Java market)
The WebServicesToolkit is from IBM's alphaworks:
