No they are not the same thing.

All you need is the JSDKEE and AFAIK Tomcat is included as a reference
implementation.  The link below is to the installation instruction to
the "JavaTM 2 SDK, Enterprise Edition 1.3 Beta Release" you will be
required to have JDC membership -its very simple and free.
