Not necessarily. It depends on the type of motor.
Some motors (e.g.- DC motors) have a speed dependent primarily on the
voltage. Regulators make great speed controls for motors of that type.
Other motors (e.g.- AC synchronous or induction motors) have a speed
tied primarily to the frequency of the AC source. Regulators do
little or nothing for the speed of such motors.
I don't know what type of motor is in the tool in question.
