Why not setting the time to be always Brisbane, not changing with every 
meeting? I think is much easier and coherent … I will say:

“A policy proposal must go through the following chronological steps in
order to be adopted by APNIC. The time and date are set to the official APNIC 
location. (Note, this is Brisbane at the time of writing this proposal)."

I don’t think moving from 4 weeks to 5 is good at all. In fact in other RIRs, 
even 2 weeks is sufficient.

Also I don’t see why we need to restrict it to “from" the midnight of the 
meeting. If I submit a proposal late for the September meeting, but before the 
mid-night of the SIG day, why I need to resubmit it after mid-night? Also, the 
OPM can be split in two different days … so which one? I will say:

“A formal proposal must be submitted to the Policy SIG Chairs up to five(4) 
weeks before the next OPM.”

and, giving at least 3 weeks for discussion (and a maximum of 1 week for 
publishing it):

"Accepted proposals will be sent to the Policy SIG mailing list, by the
Chairs, for discussion at least four(3) weeks before the start of the OPM."

Simplify the text, so dates are not repeated:

“If the submission deadline is not met, proposals may still be 
presented for discussion at the OPM; however, no decision
may be made by the OPM regarding the proposal. The proposal may be
resubmitted in time for the following OPM, if the author wishes to
pursue the proposal and/or changes are required based on the previous 
discussion outcome.”

Finally:

“If a proposal did not reach consensus, a new version addressing the valid 
objections may be re-submitted, 
following the same process as described above. Chairs may withdraw a proposal 
if the author(s) don’t update it.”
