Recomended by who ? You and some few ? Why does it need to be only a technical reqson to have or not a limit ? It can also be something that doesn't make sense in line with the proposal aims. Simply if the proposal is aimed to support smaller organizations who have nothing and/or to support IPv6 deployment that sounds reasonable. As the proposal's name say it is meant to be *temporary*. If it has no limits it is just a pretended way to start allowing IP Leasing just with another name. That does not make sense, doesn't make things clear to the community and doesn't call things by their names. IP Leasimg is a very bad thing, unfair and that distorts a lot the industry and if this proposal ended up being to have that, just with another name I oppose it.
