I'm not sure what point you're making here. I'll describe the policy
situation in RIPE because it's more nuanced than your statement allows
for.

New LIRs cannot get more than a /24 of IPv4 but the policy does not
require needs evaluation:

New LIRs can get between a /32 and a /29 of IPv6 just by asking but
more requires a needs evaluation and leasing is not called out as a
valid need:

Those with existing address space can register temporary transfers,
which some people call leases:

The RIPE NCC reported on what it has termed IPv6 "renting" in May
(slide 8) and has augmented its processes based on community feedback
without a need for policy changes:
