Thanks for your responses and the links. In summary, what I am trying to
say is that, can the authors of the proposals provide evidence of the exact
use-case that warranties, the temporary transfer which is basically another
way to permit IPv4 addresses to be leased for a period of time for monetary
purposes without providing a service by the LIR that shall be leasing the
space.

We have had mechanisms such as, allocation, assignments and transfers
working well across all the RIR, from ARIN,AFRINIC. APNIC, RIPE and LACNIC.

All the three mechanisms of allocations, assignments and transfers are
invoked where there is a need for the resource. The philosophy has always
been, need-basis, which is backed by justification.
