I join you and others in opposing this proposal.

I must add that while the proposal is titled "Temporary IPv4 Transfers"
........  the problem statements and proposal when read in full context is
fundamentally about *Leasing IPv4 address* space hence the word "*Temporary*"
meaning *specified time period of time *upon which IPv4 addresses are
turned into some form of *land/housing/property*.

All RIR allocate/assign address space for some reason and in most cases, to
use them to provide a service. LIR then sub-allocate/assigns the address to
end users or end sites for purposes of providing Internet related services.

No, RIR has ever allocated/assigned IPv4 address space for the purposes of
leasing them as good/service or commodity in themselves.

Let us not be blinded by this proposal which is basically subtling trying
to either usher in the era of IPv4 address leasing in the name of IPv4
temporary transfer or, its main purpose is to make it possible for those
who have been stockpiling IPv4 addresses to instead lease them for cash
instead of using them to provide services to the public which was the
reason those LIR or End-Users requested those IPv4 addresses based on the
original need.

If an LIR no longer needs IPv4 address space, let that LIR use the existing
policy to transfer permanently the address space to another LIR with real
current need.

IPv6 adoption/transitions should also not be used as cover-up to allow IPv4
address leasing business across the entire Internet Numbers Ecosystems.
