You just described Bangalore...about 25 years ago (er, except for the bandwidth thing.). So you must retire in the past.

Ideally, I would want to retire to a place with decent bandwidth, a
couple of hours from a domestic airport, an hour from a train station,
lots of gardening space with clement weather for the home gardner,
great bookstores and a lively art scene.
