How about Goa? I saw some parts of Goa which werent developed for tourists and seemed pretty laidback and not so far from urban neccessities....
Many brits and germans have retirement homes in east africa, mostly along the coast or in the rift valley highlands...the biggest plus point is the temperate climate, mobile connectivity is generally very good and improving. In Uganda there is a cluster of islands on lake victoria called the Ssesse islands, they are really scenic, but you need your own motorboat to get to them...when i saw them last year whole islands (not very big ones) were going on the cheap....
