Meanwhile, and this is a parallel third stage, 

a. Cops move in to sweep the street food vendors and hawkers out
b. After a suitable period, and after taking a suitable bribe, they let them
back in

Pavement vendors and hawkers are the most regular source of "mamool" for
beat cops, and no amount of agitation by residents associations is going to
completely drive them away.
