I strongly suspect that this journalist read some Kipling, and then went on to 
try find out if the situation was still the same 

Earnest young brit collector on the pak - afghan border, kipling's favorite 
ground - in the 1840s, earnest young northeastern collector in a bandit 
district plagued with mayawati along with the dacoits now .. not much of a 
difference there.   The system functions because of them. And it grinds them 
down too.
