Speaking of Draper, this is the same guy who raised a $50m "India" fund
in 1995 and reported back to his investors claiming that he couldn't
find anything to invest in. He did come back in 1998-99, though  I'm not
sure if it was the same fund.

Nitpick: it needs to be "Graycell (later Unimobile)". Which,
incidentally, just went through its third time being acquired this decade.
