Wouldn't taking hydrogen peroxide orally be the most affordable way to increase oxygen?

Very little - if any - winds up in the blood, and it is too caustic to take large doses for any length of time...

And, why do you say that breathing oxygen wouldn't increase oxygen in

It will only *slightly* raise blood oxygen levels if they are already lower than 'normal', but will not add any additional oxygen beyond 'normal' levels... ozone will.
