It is very easy to Google "Exercise With Oxygen Therapy."
You can see exactly how they describe the action that they
attribute to EWOT. You seem very opinionated about it, so
it would behoove you to read it as presented by the people
advocating it rather than second hand from me. I believe
they are careful in describing exactly what is going on.
They also seem to feel that it is very effective.

It is advocated by William Campbell Douglass MD, a bit of a
contrarian with whom I don't always agree.
I'm pretty sure I saw it recommended by one at least of the
other popular Alternative MD newsletter writers, but I can't
find the reference right now.

Some alternative type MDs have been advocating a method with the
fancy name of EWOT (Exercise With Oxygen Therapy) which is merely
breathing an increased concentration of oxygen while doing some form
of light exercise such as treadmill or stationary bicycle, and
indicate that it is very effective in getting extra oxygen into the
body.
It only works if your blood oxygen levels are already low - ie, below
normal...
It will not significantly increase blood oxygen content of a normal
healthy individual... but I will concede that it may raise them
*slightly*...
