The 12 volt supply should work just fine. And your test
equipment is all you need.
I'm designing, in my head, at the moment, but I think I can
give you a parts list and schematic by tomorrow.
Come to think about it, it may just be easier for me to
build you something and send it. I'm talking about two chips
(a timer to set the reversal time, with an adjustable time
and a dual flip flop to supply the outputs) and a few other
parts.
If I solder it all together, there is a lot less chance
something will come unplugged leaving you with repairs to make.
If you have useful results, then could come up with the
details so that anyone could build one.
