I'm posting to the list 'cause this is OT.
I believe the consensus of the list is going to be that it's the water purity.
Because, not everyone has or uses the TDS, probably the only thing we will agree
on is the neccessity of a low starting current to show water purity.
This means either measuring the current with a multimeter, or sticking a 1k
resistor in series with an electrode and measuring the voltage drop, converting
to get current.
I am believing you to say that your device is LIMITED to 20 ma, not running
until you get to 20 ma, right?

Most units run via a STARTING current of less than 0.2ma (indicating a
sufficiently pure water) and are done when the current reaches maybe 2ma
(up to you, but certainly not more).

Higher ending current products will have a mettalic taste sometimes.
A golden hue IMHO is still acceptable for use, but that would be absolute max
for me.
