Ice cubes freeze from the outside in.  Thus initially there is a shell of ice
surrounding water at 32F.  As the freezing continues from the outside in, the
water expands as it freezes.  But since it is inside the cube, pressure builds
up until the ice cracks at the top, and water will then flow out the crack onto
the top and freeze. An opening will therefore form, allowing the water forced
out because of the expansion to continue flowing onto the top, creating a
stalagmite (it is not a stalactite) pointing up.  When the freezing is finally
complete, the water in the opening freezes as well, so you will not find any
hole.
