I've been running batch after batch [pint sized] and found that around 2 out of 8 develops a different TE than the ordinary very fine uniform one.
Same water, different generators, same electrodes.
I can find no significant electronic difference between generators. Current regulation is within .03 milliamps from high to low in the 1 milliamp range. That's a VERY small difference.

The other than fine TE that develops has a multitude of very small uniform particles suspended along with a uniform background made of particles so small as to be indistiguishable as particles. [the normal very fine TE]
The difference in the way the batches ran has to do with bubbley formations on the electrodes.
Why one batch would begin developing this formation and another not is beyond me, but I did find that if the electrodes are wiped clean as soon as the bubbles are noticed, they did not tend to form again and the numbers of larger particles were greatly reduced.
The most pronounced batch was allowed to actually grow blackish bubbely tenticles and was allowed to sit overnight as the bubbles constructing those formations were allowed to dissipate.

Conclusion:
The small sparkles [course grained] as seen against a background of a fine grained TE consists of oxides that have fallen off an electrode.
Oxides are pretty much inert, so the effect is merely cosmetic.
If left undisturbed for several days, small black spheroids of oxides should form on the bottom of the container which should stabilize and isolate these oxides from the rest of the water and TE should become uniformly fine grained.
I'm watching to confirm this.

If you're shining a laser into the CS water and get a uniform beam, That's "TE".
TE is produced by particles small enough to make it through almost any filter.
If there are big bright spots in that beam, those are sparklies.

Sparklies can be caused by 'anything', not just chunks of oxides etc. Dust, pollen..and yes.... filter fibers.

Dust is rampant even in conditioned air. Any object exposed to air will electrostatically gather dust like a magnet and any dust at all will show up as sparklies.
If the filters are not sealed in a clean environment, they will have dust on them as well as loose fibers.

Wash the filter in distilled water first?
