I don't know what SIMS does to use a given blacklist server. Is that what it does? To look up and see if an IP address is blacklisted, does it take, for example, 151.196.152.53 and do a query for 53.152.196.151.spamhaus.relays.osirusoft.com? I thought that the blacklisting worked by doing a lookup for 151.196.152.53 using the name server spamhaus.relays.osirusoft.com. A result returned in the range of 127.xx.xx.xx indicates a blacklisting.
