Mirroring, as others have stated.

Webmail. Or, more specifically, a web form to send email rather than an email client 
application. The action of the form would cc the respective admin.

As others have said, students can fiddle with settings in email clients. It's a tad 
more difficult messing for a form's action.

Of course, if students have access to a browser, there's a whole world of free email 
accounts available to them.

Your administration has given you a Mission Impossible.
