OK. I guess that is not crystal clear in bis-05. A 100-Trying does not have
to have a tag. If an element has not decided yet whether it is going to be
the UAS or a proxy for the request, then it would not add the tag. But then
I guess it is not a UAS at that point and the tag rule does not apply.
