Hi,
On seeing the messages sent by ur user agent,
and the Helmsman UA, the only diff i could see
is the Content-Type header.
I hope adding that header in ur BYE should
solve the problem. Give it a try.

Steve,

I have added the Max-Forwards and still the same. Perhaps Helmsman UA
has a bug.
I think I can write to their authors.

BYE sip:[EMAIL PROTECTED]:5061 SIP/2.0
CALL-ID: [EMAIL PROTECTED]
FROM: "SIP AGENT" <sip:[EMAIL PROTECTED]>;tag=54372455
TO: <sip:[EMAIL PROTECTED]:5061>;tag=-543173106
CSEQ: 1 BYE
VIA: SIP/2.0/UDP 192.168.0.34:5060;branch=z9hG4bK870420674
MAX-FORWARDS: 70
CONTENT-LENGTH: 0
