Options (better than 603 Decline):

- 480 Not Available:  Too much ambiguous as 480 also means "not
registered" (but this could be the desired behavior => make the caller
to think that you are not online).

- 486 Busy Here:  I don't think "I'm busy" is the same as "I reject
your call". I don't like it, but it's very common in many phones.

- 441 Decline Here:
