I agree on a very large system Groups are the best/only way to go and
having a Group with Instant Messaging/XMPP enabled would solve this
issue.
But IMO on a small to medium business deployment where groups are not
used then the fact that the admin has already enabled the Instant
Messaging/XMPP Account for the SMC 3456 and then finds it does not work
until a second Instant Messsaging/XMPP check box under the SIP User is
very confusing.

Not it should *not* be enabled automatically. Admin needs to be able to
decide which accounts are created on the IM service and the best way to
do that is to configure such option on the group level not on the
individual users level.
