So, correct me if I am wrong, the issue/Jira/Improvement needed here is
the following:

When a SIP User with a configured IM/xmpp account is added as a
Line/User to a SMC 3456 (Bria) the SMC 3456 Plug-in needs to have the
ability/smarts to recognise this and auto create that IM/XMPP account
with the information from the SIP User IM Account settings.

Ah - sorry - I completely misread this.
You are asking about the connection between the Bria phone settings are
the IM Account setting for the user: I was under impression that we are
talking about the connection between the status of Instant Messaging
bundle and the status of IM Account setting.

In any case: IM Account on a user page should really be a primary source
of information if the user has IM account or not.
Any particular plug-in can choose to use or ignore that information.
Bria (a.k.a SMC 3456) plug-in has an independent setting that enables IM
client account on the phone. We cannot have client/plugin setting
driving the user setting (since user can have multiple phones and
multiple clients).
But we can have a default state of Bria setting driven by the User IM
Account setting.
