So, correct me if I am wrong, the issue/Jira/Improvement needed here is the following:

You are asking about the connection between the Bria phone settings are the IM Account setting for the user: I was under impression that we are talking about the connection between the status of Instant Messaging bundle and the status of IM Account setting. In any case: IM Account on a user page should really be a primary source of information if the user has IM account or not. Any particular plug-in can choose to use or ignore that information. Bria (a.k.a SMC 3456) plug-in has an independent setting that enables IM client account on the phone. We cannot have client/plugin setting driving the user setting (since user can have multiple phones and multiple clients). But we can have a default state of Bria setting driven by the User IM Account setting.
