It turns out that given how we do the routing now (multiple decisions
that happen in multiple services sequentially and incrementally), this
is difficult to model accurately.

I wrote a proposal some time ago for a set of changes that would change
that so that we compute the entire routing 'tree' for a call at one time
before we begin actually sending any of the legs:

One of the benefits of that would be that it would be easy to implement
a diagnostic call request - a modifier on a call that would cause the
proxy to compute the call tree but then instead of executing it by
sending the call, just return some representation of that call tree.
