Because:

1.  Cell Phones don't give fake "dial tone".
2.  Cell phones have dead simple "10 digit" dialing patterns (at least in  
the US)
3.  Cell phones cannot be up to your ear while "dialing", unlike handsets.
4.  Difficult to overcome years of ingrained Key System/PBX "concepts"  
such as
        4.1  Internal dialing
        4.2  Local Dialing
        4.3  WATS dialing
