The registrar shouldn't be checking the number, the proxy authenticates
calls. Since the calls come in/out through a proxy, this is done at the
proxy. If a call is a pure sip call (i.e. Over the internet from a foreign
system)  and tried to place a call, inbound calls are accepted, outbound
calls are checked using the proxy authenticate mechanism to check for
permissions.

I don't think the registrar should be involved in the way you describe,
lest we remove entire feature sets or redesign them.
