If I understand correctly, this is a valid user, with no phone registered, and voicemail enabled. It seems that in this scenario, a busy should be given out. But, from what Kumaran is reporting, system instead thinks the extension doesn't exists, and it tries to route the call out the gateway as if it is an external call to be placed.
I agree that the behavior doesn't seem to be correct. However, having a user, with no phone, and no voicemail, and no forwarding for it seems like a user that doesn't exist.
