In North America, a 3 second timeout is very common in the PSTN. That
is just long enough that people are rarely tripped by it accidentally,
but short enough that people do not become hysterical waiting for it to
happen. On the other hand, SIP phones usually have an end-of-dial
button, so the timeout is far less important than traditional phones.
(And the conventions may be different in other regions.) But that is
not very important...

In regard to the "digit map" setting, the first question is whether you
understand how the digit map works. If you aren't prepared to edit the
digit map to match your particular PBX's dial plan, you should avoid
using it. (The GUI may give you a "suggested setting", but
unfortunately, that is a constant string -- it isn't affected by the
real dial plan at all. There have been suggestions that sipXconfigure
construct a proper digit map string based on the dial plan, but that
would require work that we haven't had time for yet.)

In your particular problem, like most SIP problems, the best way to
attack it is to examine one particular failure case. You say "I have
tried dialing numbers and it does not seem to work.", but that gives us
no information as to what you did try, and so it's incredibly hard to
guess what might not be working. What did you try? What happened? Why
do you think that was wrong?

Your question is certainly not the most naive question that has been
asked.
