Actually, this is incorrect. You purchase DSP channels. You can use all 4 ports whenever you want. For example, if you buy a SN4960/4E15V/UI you have 4 E1/TI ports you can use but you are limited to 15 DSP channels in use at any given time. Very handy when you have fractional circuits. You have the option to upgrade the voice channels at a later date if you want.
