Michael - I am only using voip.ms for inbound calls. I was also unable to make an outbound call via voip.ms. As it stands right now - I'm using callwithus for outbound and voip.ms for inbound.
Sorry I wasn't more helpful. When I tried making an outbound call - 11 digit dialing simply gave me a busy singlal - 10 digit dialing gave me a message that 'that number has not yet been assigned'. I didn't pursue this any further since I didn't really need them for outbound.
