sipx lets you update it from the web gui. That firmware version is not the latest functional one (note: not all firmware polycom puts out there should be used because it's the latest, they do put stuff out there that is known to break things, 3.1.2 and 3.1.2 are both adequate for use).
what is the output of: sipxproc --state (do that from cli and paste it here) When you observe the services in sipx does it show anything as failed or not running? Did you run preflight tests and they all passed? if you rotated logs and called the AA and ran merge-logs and that was the result of your merged.xml file, there is a real issue with your configuration. Did you make any dial plan changes?
