Your system is probably only an ntp client. Pointing back to it if it is not listening as a server is why the phones dont sync time.
http://www.cyberciti.biz/faq/rhel-fedora-centos-configure-ntp-client-server/ I never have this problem, because I always bring a vmware/pfsense firewall along with my demo and connect to the customer LAN and get ntp from an outside source. pfsense can also be my dhcp server for sipx because I can put all the options in. I simply get an Ip address from the customer and configure the WAN interface. Obviously, you can run a pc or laptop on the demo network and run an ntp app alongside it. In all my installs I always have Internet access so I never have an issue with getting time.
