honest, I haven’t dug into the server yet to see why its clock is not
recognized by the phones.  I figured someone had already done this, I was
being lazy.

If I understand the question correctly then Todd needs an NTP source for
SipX. 
There must be more systems in the closed network then SipX, if on any of
them you install or activate an NTP server then SipX can point to that. 
We have internal NTP servers and I use those for SipX.
