If I understand the question correctly then Todd needs an NTP source for 
SipX.
There must be more systems in the closed network then SipX, if on any of 
them you install or activate an NTP server then SipX can point to that.
We have internal NTP servers and I use those for SipX.

If you want the time to be right then you can obtain that by GPS for 
example:
