If you can figure out how to do it, add the following to the end of the 
dialstring in OpenACD to disable voicemail (found this out when building a 
paging system replacement built on freeswitch, otherwise if you have phones 
that aren't auto answer capable, they'll divert to voicemail and you'll have 5 
voicemail sessions going on):

;sipx-noroute=VoiceMail;sipx-userforward=false
