I don't know of a way around this except to use a different itsp via a forward rule.
I.e. the call from the PST has a tn of 1234456780 and that is sent on the outbound call too. The its sees the 1234567890 and its not a number they have on your account and deny the call. As such I use a forward number of 56(plus the tn I am calling) with a custom dial plan I strip" 56" and send via a provider who isn't as strict.
