As an unmanaged gateway and with sipx dial plans sending calls to "it" the
UA should establish RTP path between the UA and the "cirpack". If this
works but not on forwarded calls, it's pretty clear the issue would be
between the UA and the cirpack. If it happens with multiple UA's, all signs
point to the cirpack.

The cirpack gives the error code, and we see a relayed response error. A
rule "could" be crafted in the cirpack to allow the call. Further, I don;t
think you can cancel the current fork, because that would again break the
audio path (it has to come in and then out again and the call is still
relevant as related to CDR records and such).

Pointedly, this can be addressed at the cirpack I think. I do not know if
there is a point in creating a second trunk to the same gateway/provider
inside sipx. If the cirpack can segregate the calls as two trunks and not
consider them hairpinned, then perhaps. A rule in the cirpack would
"probably" be enough.
