Thanks John, I changed mine to the Harvard site and it works fine.

Find your extres.ini and edit the section John pointed out and point 
to another server. Look in your (drive):\Program Files\ciel folder 
and use Notepad or your favorite text editor. Just as an example I 
change mine to:
url=http://vizier.cfa.harvard.edu/viz-bin/VizieR?-c=$$$$&-c.geom=r&-
c.r=$&-c.eq=J2000&-c.u=arcmin&-oc.form=dec&-sort=_r&-out.form=ascii&-
out.max=5000&-source=I/284/out&-out=USNO-B1.0&-out=RAJ2000&-
out=DEJ2000&-out=R1mag&-out=B1mag&-out=Epoch
The main change being changing the first part from http://vizier.u-
strasbg.fr/viz-bin/VizieR to http://vizier.cfa.harvard.edu/viz-
bin/VizieR
