Hi.  Many of us have bemoaned the loss of access to VizieR resources 
due to code changes somewhere that affect links to the online 
resource.  Loss of access to USNO-B1.0 for northern declinations is 
a particular regret.

Well, someone shoot me down if I'm wrong, but the following code 
change to the file extres.ini in the Ciel folder appears to restore 
access to VizieR resources, including USNO-B1.0.

In the file extres.ini, sections of code referring to the various 
CDS Vizier resources look something like this one for USNO-B1.0:

Note the line starting:
url=http://vizier.u-strasbg.fr/viz-bin ........

(or url=http://vizier.cfa.harvard.edu/viz-bin ....., if you already 
tried this change to the alternate server)

CHANGE this line to begin as follows:
url=http://webviz.u-strasbg.fr/viz-bin ......


I have applied this change to each section of code in extres.ini 
that refers to a VizieR rsource in extes.ini, and the function 
appears to be restored!  I'm no software expert, so those who are 
please check this out to confirm it's OK.
