This is very confusing. I made the small change I described yesterday in V2.76 and was able to access VizieR USNO-A and USNO-B, for both positive and negative declinations. I confirmed it with several tests and identified many stars with USNO-B designations.
Today, I try it and get the old error message again! I don't understand why this should happen - working one day then not working the next. I will try to find out why this happened. If it worked once ... it must be possible. Sorry if I raised hopes too soon.
