I contacted CDS in Strasbourg. They explained that the URL 'webviz.u-strasbg.fr' (which is the change I recommended) is a temporary URL that is used when there are too many connections to the 'real' URL: 'vizier.u-strasbg.fr'.
For some reason, connections to the alternate 'webviz' server seem to be able to access VizieR resources without problems (eg USNO-B1.0 positive declinations). But we only get this benefit when the temporary server is made available, so the change I suggested will only work some of the time. I think this explains why it worked temporarily yesterday, but not today (so far), and I apologize for raising hopes prematurely. I will send error reports to CDS and hope they may be interested to follow up if indeed there is some difference in implementation of VizieR access on the two servers.
