It's working again this afternoon .... at least temporarily.

Just to be sure I was not going crazy yesterday: I made two CdC 
screen-shots 30 minutes ago showing the successful download of a 
USNO-B1.0 field from Vizier ('webviz' server), and the result screen 
showing mag 20+ USNO-B stars.  This was at declination +37 degrees.

So we can be sure that it is possible - at least sometimes - using 
the 'webviz' server when it's available.
