It seems to me that if your status is set to on line then you are open for calls. If you don't want calls at a given time then it is up to you to set your status to indicate this. this is the function of the do not disturbed status indication of skype. It also prevents your skype from ringing or playing other distracting sounds. When I call someone on the phone I don't ask if it is ok first. I call them up if they are not home or don't want to talk to me then they don't answer and I leave a voice mail. Why would skype be any different?
